If winamp playlist opens for you in windows media player, then you will have to change the defaults of the .m3u file to winamp
Copy Paste next dir to your My Computer: Control Panel\Programs\Default Programs\Set Associations
then find the line with .m3u, press on Change Program > and Browse for your winamp.
